Que estas haciendo means - what are you doing?
While que vas a hacer means - what will you do?
So que estas haciendo would be correct if talking informally, but if talking to a stranger or someone older, you might want to say "que esta haceindo usted?" or "que hace usted?"

Yeah, "Que estas haciendo?" means what are you doing at this very instant, whereas "que vas a hacer?" means "what are you going to do?"
