The potatoes are old because they are sprouting. The spuds tell you that they are alive, healthy and good for eating

When you cut them up, just remove the spuds.

Yes, but if the eyes (or spuds) are long or the potato is soft, throw it away. Otherwise, just peel the potato and cook as normal. If you're leaving the skin on and baking it or using it some other way, I wouldn't eat it.

You can, but the green around the sprouts are slightly toxic. In some third world countries they feed these to someone who wants an abortion, they also feed them immature pineapples (when they are very small). It is a good idea to not feed these potatoes to the elderly, newly pregnant, or people with severe immune problems though. It won't hurt a healthy person.

It depends on how long those roots have been growing on the potatoes. If it was like that for a couple days, they are safe, but if it was a week or two, throw them or grow them.

They should be fine. I just dig the little eyes out and cook as normal. No problems here.
