Image editor for beginners
This free program offers the basic editing features. It allows you to create, manipulate and enhance photographs. It also supports bitmap graphics and web animations.
PhotoPlus 6 is close to 20 MB so if you are on a dial-up connection, it will take some time to download.

Image editor for intermediate
This image editor looks and feels similar to premium programs like Photoshop. It uses layers and offers lots of special effects.
You can make photos look like old paintings, add motion blur for excitement, or just remove red-eye.
It is good for Windows intermediate users. For those of you without artistic genius, Paint.NET has you covered. It provides infinite “Undo,” so you can always backtrack to your original image.
This is a fantastic replacement for Microsoft Paint. In fact, Paint.NET gives you the option to do just that during installation. I opted to install it separately, just to be safe (why do away with Paint when I can have both programs?).
Paint.NET requires the .NET framework.

Image editor for advanced users
This is an extremely powerful digital image-editing program. By adding layers to an image, you can radically alter an image’s original state. It also has a host of filters.
These will remove dust or scratches from a scanned image, sharpen or blur an area, and more. There are dozens more tools, too numerous to describe here.
GIMP has a steep learning curve and its manual is not deep. Advanced users might be happiest with it. GIMP works on both Windows and Mac.
