Right Click on the folder you want to change and choose Properties. Go to the Customize tab and under Folder Pictures go to Choose Picuture. Then just browse for the picture you want!

You can also change the Icon this way.

Right click on an open area of the window you want to create the folder in. Scroll down until find the "new" line, and as you pause on it, a another selection/menu bar will open. Choose "folder" on the opened menu. Click on folder and you will have created the new folder.
