Where can I find a schematic (open-source) that details the construction of a radio receiver capable of receiving signals in the 800MHz range (ie. the way a fire/police scanner would receive these signals)

Those use IQ demodulators to split the inphase and quadrature components and then demodulate them. I don't think you realize how much work building one of these is. It is much easier to buy a police scanner. But if you are committed:
