First let me thank those who answered my previous question concerning gun laws in the US. I am writing a research paper which, is why I ask these questions. My final question is if certain individuals are legally able to carry firearms in different countries. Does that even exist?

Inter-agency agreements would be the only possibility. That could be CIA/Interpol or even just an agreement for visiting agencies. There is no international concealed carry permit. In the mid 60's, James Bond movies probably led to this thought.( Him being an international man of mystery)

Having said that, there is a Federal law passed in June of 2005 in the US allowing retired/ active police/military to carry a concealed weapon in all 50 States. There are some restrictions for sure and ,at least in Illinois, you have to qualify annually and pay a fee of $75.00 I think it would still be wise, if a retired officer was traveling into Ny,NY to have a prearranged agreement just to be on the safe side.

Federal Law does allow it, however, each state has it's own qualification process.

Per se, there is no such thing. Some jurisdictions, however, will honor firearms licenses from other countries. The state of Indiana, for example, honors carry licenses from ANY US state or foreign country.

There is no such animal.

There may be certain exemptions and special arrangements made between countries for certain personnel to carry weapons (security details, dignitary protection, etc.) but there is no specific permit or license that authorizes this in multiple countries to include the USA.

In reality until the world has the balls to do something about the various disparate tribal rulers who have descended this nation into anarchy and civil war then this type of piracy will continue. I agree that this is an act of desperation and whilst not excusing it feel that there are bigger issues at the root of it. It is spreading around Africa as well and has been happening of the West Africa coast for years for very much the same reasons. Unfortunately the moment anyone mentions taking a firm hand with African dictators and warlords - you get accused of being a racist.

Depends on what countries. Many times, other nations will extend a courtesy to other countries law enforcement officials to carry. NYPD for example has an officer in Jordan, London, and Toronto. They are all allowed to carry their service weapons. Now, that being said, it isnt as if they can just walk in with it....there is a really large stack of paperwork, and fingerprinting, and photos...but yes it can be done.

Commenters here seem to think moving from one U.S. State to another is the same as going to a FOREIGN COUNTRY. LOL! Sure, it may seem so - different States have different rules & requirements refirearms licensing. But a FOREIGN country is a country OTHER THAN the USA. (I know this is big news, but there it is.)
