Because there is no proof whatsoever that gods or angels exist, or ever did exist.
Man's laws must always supersede god's laws because there is no way of knowing the will of a deity. As far as what the Judeo-Christian deity wants, all we have are traditional attitudes, and that isn't enough to base a fair legal system dedicated to the greatest good for the greatest number of people upon.

i was thinking in the bible when Jesus asked about who was on the coin and he said pay ceasers things to ceaser but gods things are gods. god is the final judge i think he is merciful enough not to let total darkness and satanic rule overcome us right now, could you imagine. i can. i have been in some dark places. i have been in a hell of my own. anyway god placed kings to rule in the old days, i think maybe he still does that in a way although its not quite how its going to be in his perfect plan. and when christ came it was to put the law in our heart, so that we could get more into spirit. maybe there are angels in court because satan would just as soon see everyone dead and supposedly there is some mercy and justice in courts. i am looking forward to the time when there is not the need for laws, when we are restored, before that tree of the knowledge of good and bad came into the picture. these are my speculations. but i do know for what i have done in my life i am sitting here right now a free woman, and that is because of christ not the courts. i have a freedom that is incredible. it is forever. i remember getting out of jail and that was way cool, but this freedom is sooo big. from and for so many things.

We are to obey man's laws. There were judges in the Bible. But God will give you the answers you need in court.
Luke 12:
11 And when they bring you unto the synagogues, and unto magistrates, and powers, take ye no thought how or what thing ye shall answer, or what ye shall say:
12 For the Holy Ghost shall teach you in the same hour what ye ought to say.

Jesus is the final judge..and we haven't come to the end of this time frame called grace. Jesus will eventually rule here on earth. physically.
For now we have a man in the court room. After death we will all be judged.
