I have use both the Canon 30D and XTi, even use it side by side on photo shoot a few times. I got to say I like the 30D much better for its performance and feature sets. As far as picture quality concern, they are pretty close. The 2MP different is no different to me since I don't do large print very often. One thing that bothers me the most about the XTi is lack of spot metering and not so user friendly interface compare to the 30D. Of course, you'll pay more for the 30D and its not worth it to get the 30D now since 40D should be coming out in the matter of months.

To answer your 2nd question, XTi and 30D are both good beginner choice. For Pro Photographer, you'll be looking at the 5D or the 1D series. The more advance pro will tell you that you should be using medium format camera.

Theres no huge difference between the XTi and the 30D. I mean the 30D is more prosumer and is build to last. Here are some major differences between the two:
30D vs 400D
Metal vs Plastic Body
Large Grip vs Small Grip
8MP vs 10MP
Spot Meter vs No Spot
2nd LCD (Status LCD and Previewing LCD) vs One Large LCD

Also the 30D has a thumb wheel which makes it easier to change settings during shoots but of course if you can do without it, the XTi is a great camera. Overall I would choose the XTi over the 30D just because I can do without the spot meter and thumb wheel (of course theres other things hte 30D has but hte XTi doesnt but I didnt need it)

Get the XTi if you do not need the all the prosumer features the 30D has or if you do not plan on using the SLR for heavy use. If you plan on getting down and dirty with your camera and need the durabilty then I would get the 30D.

the 30D has an extra dial on the back and has a few more custom functions than the XTI and the 30D has got spot metering. Buy the XTI, the 30D is not worth the money. I've got the XTI as well and I'm very pleased with it.

If you don't know the difference, get the Rebel. The 30D is for more advanced photographers. The Rebel has more options for "point and shoot" and still also allows for more manual control if you want to explore photography more deeply.
