First who is your consider neighbour? Next door, or someone in Iraq. Everybody is your neighbour. whether they are from IRAQ or next door. We have love them the way we love ourself.
Regarding about watching your neighbour the way you want it. My friend is a SIN to do that. It is adultery. It is said in the HOLY BIBLE. I believe you can find that in the book of MATTHEW.
