BLUE FLAG - Passing and Overtaking
The blue or passing flag has different meanings depending on how it is held and whether it is used during
practice, qualifying or racing.
Generally when it is held motionless it is an indication to a driver that there is a faster
car following closely behind, but not yet close enough for a pass.
A waving flag generally indicates that the driver is about to be overtaken and should take
care to permit the following vehicle a safe pass.
Some drivers resist moving over for an over-taking car when they feel they are racing for
position.
Controversy can follow the use of the passing flag.

This is the "courtesy" flag or the "move over" flag. It is the only flag that is optional. A driver may, at his discretion, ignore this flag.
It is displayed to a car (or group of cars) to let them know that the leaders are coming up behind them and that should be courteous and move over to let the leaders race.
Again, this flag is optional... However, NASCAR takes a dim view of anyone who repeatedly and without a darn good reason ignores it.

It tells drivers to watch their mirrors, because a faster car is approaching from behind. Drivers are not required to move out of the way or give up any positions. It's not a flag that you see alot of, except maybe at Bristol, Martinsville and New Hampshire (because of the large traffic jams).
