in the UK a childs surname can only be changed by deed poll by parents with parental responsibilty or it cannot be changed until the child is 16 years old at least not legally. so if there is more than one parent with legal resopsibilty both must agree.
or a childs name can be changed is by adoption. then the name can be changed
otherwise as far as i know itcannot be changed.
however many parents call their children by many different surnames when the child goes to school and they seem to change it as often as they choose. But this is not the childs legal name.

The most obvious answer is that she went off the father for some reason or fell in love with someone else and wanted her daughter to have to his name. Maybe the mother knew her original surname to be wrong, maybe there was some confusion over who was the father at the time and she has since been able to correct it, if she knew the truth and couldn't or wouldn't admit it before. Maybe she thought that the daughter's surname would somehow cause trouble for her in later life, with it's connections or associations, and decided to try and help. Maybe she just had bad memories of that name and wanted her and her daughter to have a fresh start. You'll never really know unless you're able to ask the mother herself. There's a hundred different reasons and no-one knows all the circumstances but her.

I'm fascinated by numerology. I strongly believe that numbers reflect certain aptitudes and character tendencies, as an integral part of the cosmic plan. Each letter has a numeric value that provides a related cosmic vibration. The sum of the numbers in your birth date and the sum of value derived from the letters in the name provide an interrelation of vibrations. These numbers show a great deal about character, purpose in life, what motivates, and where talents may lie.

because the daughter was born to unmarried parents and took the fathers surname
When the parents split the mother thought it would be easier for schools etc if the daughter had the mothers surname.

there are a few reasons, this would be done:
1.to escape the life you left behind(if it was abroad,or in the UK)
2.so no one would be able to trace you (if you were in trouble or anything)
3.for a better life,a fresh start(if life was hard,or unpleasant)
4.if your parent did something that they felt was shameful(they would want to protect you,and then society wouldn't jump to conclusions about you,or your family).
5.perhaps your surname was/is associated with something in the past?
have you asked why this happened?

Maybe because the daughter had the fathers surname
and the father turned out to be an utter waste of human space.
So she may have felt why carry his name when he does not acknowledge the child maybe?

hmm...
Perhaps the father of the daughter discovered his birth name and wanted his daughter's name changed to that name?
Perhaps then the mother had custody, so only she could do the changing of the name?
