There's no scientific basis for the full moon affecting some people. However, having said that, I believe activity increases or at least gets weird. Possibly because there is more light so people stay out longer and therefore drink more booze.
From my past experience, summer full moons seemed to bring out the window peekers and panty thieves. Possibly a little more violence.
Nope, cant prove it but I have seen it. Just wish there was enough cops for all of them to have a slow night.

No. Police departments have extra officers on the streets when the receive grant money, or there is extra overtime in the budget.
Events such as holidays and games will bring out more officers too.
