Consider the history of why there is a summer vacation. Then do a compare/contrast with that history and our present.

Historically a "vacation" period was needed because of agriculture. Around harvest and planting times, workers were needed. Every able bodied family member worked. They pulled kids out of school and worked until the job was done. When things slowed down, kids went back to school. It only made sense to have this time since all the kids did this every year. It wasn't a vacation. It was hard work and lots of it from just before sun-rise to just after sun-down.

Hope this helps. It wouldn't make scheduling a family vacation very easy....or would it.
