Affectus est is correct for affected in the sense of influenced.

Motus est would be used If feelings were affected.
Commotus est fits if feelings were deeply affected.
Attactus est would be used if you mean affected in terms of involving something/someone.

The two words together form the verb. The 'est' part is roughly like the 'has been' in English and the words ending in '-us' are 'affected'.

You should note that the '-us' ending would change to a different ending depending on the noun involved - whether it's masculine, feminine, or neuter. For example, it could be 'motus est' (masculine), 'mota est' (feminine), or 'motum est' (neuter).

Being a verb you generally find it at the end of the sentences in Latin.
"Has been affected" is in Latin the Indicative Perfect tense and it's "AFFECIT" in the active form or "AFFECTUS EST" in the passive form.
