no, use a pair of channel locks and try to twist and pull at the same time. Try to use the pliars on the lip or close to the lip. If you can't twist and pull then put the jaws on the top and bottom and work the channel locks up and down and try to rock the cap till it is loose.

If you don't have a big pair of channel locks, try using a chisel and hammer to ease the lip away from the rotor surface.
