Generally, Nationality is based on where you live. Nationality affords the state jurisdiction over the person, and affords the person the protection of the state.

Where you were born i.e. I'm born a U.S. citizen if I moved to another country, (unless I became a citizen of that country), it would be based on where I was born. So, I guess your question could be answered both ways.

Nationality is when you live or were born, ethnicity is where you family originated. I am American but ethnically mostly Polish.
