If you have $33 or more of income, you have to file a PA return. If you have zero income, then no, you don't have to file. I'm not sure what you mean by a zero return. If you're saying that what was withheld equals the total state tax, then yes you still have to file - since PA has a flat tax of 3.07%, that's a very common situation since if all of your income is from a job, the right amount was probably withheld.
