I'll assume you are of course reffering to a plant.
If the bush is being consumed by the fire, then it's probably just a normal fire.
If the bush isn't being consumed, it might be god, or a well hydrated bush covered in gas.
God doesn't use many burning bushes anymore.

Maybe just a bush on fire?
It happens sometimes.
It could have been the product of small children with matches.
Are they gods because they light the bush on fire?

No, with Moses that was a one time thing. If it were God, the Fire Dept. couldn't have put it out.

As Todd Barry has asked before, do you think that after the "burning bush" incident, every time Moses saw flames (house on fire, fireplace, cigarette lighter, stove....) he had to stop and ask "God? Is that you, God?"...
