In the US this is covered by owner/pilot maintenance. Yes you can change the oil. you do have the make a log book entry show, date what was done, and your pilot number etc.
Oil costs depend on which oil you use. Expect about 30.00.

Hey spook....A "AME" is a Aviation Medical Examiner. I doubt
you would be able to get a Doctor to change the oil in your airplane unless they also posses a A&P (Airframe and Powerplant mechanic's) certificate.

You can do the change BUTT.. You need to have an A and P safety wire the filter and then have him make the log entry. I do it all the time on my helicopter. I do everything and take off the old filter. I have the ANP install the filter and set the safety wire then make the entry. Hope that helps

I may be wrong but I was under the impression that everything had to be signed off by a certified AP.
