Depending on the track event, there can be several differences.
First of all since track bikes are single speed, fixed gear, the rear axle spacing is much less, 120mm compared to 130mm for a road bike.
Track frames are usually much stiffer for sprinting events.
They also have a higher bottom bracket, to prevent dragging a pedal when cornering.
Other differences would be to accommodate the actual riders size.

track frames generally have no holes or places to install brakes or deraileurs
road frames have all that and can be just a bit heavier

go to your local bike shop and look around, or check out the website below, compare their Langster to the regular road frames

i think both of them are rather alike. maybe the shape is different only.
