Okay God can do anything that is consistant with His nature. He is All powerful so whatever He makes He will obviously be able to move. This question is a fool's question, it is asked so that Christians will look like idiots. Proverbs 26: 4-5

God doesn't have to do anything to make or move the rock. Things will happen at his will. Your brain is like rock at his will. Can you move it yourself?

By starting your question with the word "If" you are stating that there isn't a God. So one would have to assume that this questions is hypothetical. Therefore the answer is Yes. He/She could "form" a rock they couldn't move.
On the other hand, why would they want to?

oh, thank GOD someone asked this question...i was afraid that a day might actually go by without it...now, if we could just get someone to post 'why can't fundies prove God exists?' and 'why are christions so stoopid and unintelijent? '- 'atheism-the logical choice', the day will be complete!

can god create a better god than himself?, can god microwave a burrito so hot that even he couldn`t eat it? etc. dude these questions are asked millions of times, can`t you see that god, apparently cannot do paradoxes?
