Consumer Reports for November 2006 has ranked the Canon Powershot A620 as the best compact digital camera. It is becoming almost a legend for longevity at the top of various consumer lists. This model has been replaced by the A630, which I would expect to be just as popular. The A640 appears quite similar and shares the "600" series numbering, so it's just another upgraded version of the now-classic A620. It looks pretty much the same except for being a 10 MP camera.
I own a few Nikon DSLR's and I'd buy the Canon A630 or A640 for myself. The 8MP A630 is selling for $212 and the 10 MP A640 is selling for $299. If you are really into video, you might want to go all out and buy a 2 GB Sandisk Extreme III SD memory card for $85. You would have the "ultimate" card and still come in under budget.
The A620 was rated about twice as good as any as far a battery life. I hope the A630 and A640 are just as good. Use Energizer e² LITHIUM batteries and you will be happy with battery life.
With this camera, you will find that the included memory card is a cute little token of thanks from Canon, but not much more. Buy a 1 or 2 GB Sandisk Ultra II or Extreme III card. You will NEED the increased capacity and write speed to fully realize the benefits of your camera. The Ultra II would be excellent, but if you are really into video, you might prefer the faster Extreme III.

As far as video, Canon says, "Select from VGA (640 x 480 pixels) and QVGA (320 x 240 pixels), with frame rates of 30 fps and 15 fps for recording up to 1 hour or 1GB."

For your purposes, a point & shoot camera is fine. Spend no more than ~$350.
Get a camera that uses AA batteries. That way you're not stuck with a door stop when the proprietary battery won't hold a charge.
Get one with an optical zoom of at least 3x. Image stabilization is a great feature to have and a lot of cameras now have it.
Most cameras use an SD memory card and come with one that's really small, so figure on buying a larger one when you get the camera.
I like Canon cameras. They have a lot of different models and offer good bang for the buck.

You can check the features that are important to you and it will eliminate the cameras that don't have those features.
Go to PriceGrabber.com to find the lowest price. Don't go for the lowest price if the dealer isn't highly recommended. Pay a few extra bucks and go with a reputable dealer. WARNING: On line retailers make very little money on the cameras so they will try to sell you highly marked up accessories. Don't buy accessories from them.
