I think putting on the new personality is a constant process,
no one can really say that they have fully accomplished it,
as we have a constant battle like Paul wrote of in Romans 7
expecially verses 21-25, we are all slaves to sin's law
because we are imperfect, so even tho we want to put on that new personality and try our best, that inherited sin we all have
keeps us from doing that fully. That is why we have to keep
fighting our bad tendencies and each day try our best to
meet God's standards, and when we do fail, we get up the
next day and try again.

I guess that depends on your belief system, since some religions teach that you are saved no matter what... and I disagree with that thinking.
There's a a tendency to judge those who you consider spiritually weaker and you focus on 'their' progress and flaws instead of your own. No matter how long you have been a Christian, your focus needs to be on improving yourself. There is a scripture in the book of Romans about removing the RAFTER from your own eye... Many seem to forget that. Your question is an interesting one.

Personality developement is something that grows through what you experience... everyday... it is not a coat you put on. Your choices lead to developement and your experiences to "new pwersonality" new found strength, knowledge, ideas... ways... lots of things always changing and adapting.
The more you are aware of this every day, the more you make informed and conscious dissisions about change in your life... about new things you want to be or learn.
