Water jet cutters pump water into the inlet of a high pressure pump. The several thousand psi coming from that second pump drives the water out through a tiny hole at a force that would let you cut through steel armor without having to touch the armor with the tool, just with the water stream.

The pressure of the water jet would have to exceed the tensile strength of the metal, so gold and aluminum will cut much easier than steel. This is fairly common practice in industry today, so you should be able to search 'water-jet cutting' and find more information........
