I think it depends on the situation. If a guy breaks into your home in the middle of the night, puts a gun to your head and
tells you he'll kill you if make a sound, who would be able to handle that situation. It's so stressful, I don't think anybody could remain calm. But let's say you have a leak in your roof and it starts dripping. If you fell apart over it then it's YOU. But even so, not handling a situation well is not an indication of depression. It simply means that a person is overly fearful, lacking confidence, and is very stressed.

Every day, we run into something, big or barely noticeable, that we find "hard to handle" . Giving up is accompanied by feelings of inadequacy and powerlessness, and that can lead to one type of depression. Sometimes, though, the depression causes the bad perception of ourselves.
"Blame" is not really appropriate, but in the sense of cause and result, it could be either.

everyone is different i think that's why as we grow up we decide what we are going to be by finding out what we are good at. if you panic or faint at the sight of blood you would probably not want to be a paramedic or a doctor. if young children running around yelling and screaming made you angry and lose your patience quickly you might not want to be an elementary school teacher, i think the way a situation is handled depends on the person who is handling it whether they are depressed or not

Similar to whether the glass is half full or half empty. There is nothing to blame about and should see blaming as a waste of time. Why not open up your mind and learn from experience. Forgetting about it can also be an option if you do not wish to face it and want to get on with your life.

In answer to your question, you have a dilemma as to how to handle something, I have found it can be either one. It would have made no difference whether or not I was depressed. Here are examples from my own life:
Someone close to me would fly into a rage, not understanding who he was or how he got there, blaming everyone but himself for his problems --------- In this case I was facing a situation I did not know how to deal with.
A notice came from the bank, I had overdrawn my checking account --------- This problem was because of me
I deposited a check into my account, the check was bad. When I wrote checks for my own bills my checks bounced.
---------------- This problem was because of the situation
Like I said, it can go either way, it's called LIFE.
