Leaving daylight saving out of the question, the east coast of the USA is UTC-5 while New Zealand is UTC+11, so Wellington is 16 hours ahead of New York. If New York is on daylight saving, the difference is 15 hours. If NZ is on daylight saving it is 17 hours. NZ is not on DS now.

Which time zone? For Pacific, subtract one day and add 4-hours. Add one more hour for Mountain, 2 more for Central, and 3 more for Eastern.
