make sure you eat enough, especially complex carbs before working out - they give you energy, and protein after - they repair muscle.
find calorie/fitness calculator on the net, enter your stats, take 300-400 calories off that number and that's how much you need to lose weight.
5-8servings of fruit and veggies a day
8 glasses of water a day
5-6 small meals instead of 3 big ones (breakfast is the most important - make sure to get complex carbs like whole wheat bread, oatmeal, fruit etc)
4-6 times a week cardio for 30-50min, light weight training, many reps
no junk food, no sodas, no alcohol, no white flour (cakes, cookies, white bread, pasta etc.), nothing high in sugar (ice cream)

It may take you a couple of months to work up to it, but you can. You will need a stopwatch, here's how:
1. Take a brisk walk for 2 minutes
2. Slow jog for 1 minute.
3. Jog at a normal pace for 1 minute.
4. Run for 1 minute.
5. Sprint for a minute. When I say sprint, I mean it. You may even feel the "stitch" as if you have a flaming hatchet stuck in your ribcage - ignore it!
Repeat steps 2 through 5 three additional times. On the last minute, burn-out all of your reserves. Run as if you will collapse when the 60 seconds are over. Make sure you walk around for a few minutes, upright, not leaning over.
The reason you cannot jog for 30 minutes is that your metabolism is sluggish. The workout described above will jumpstart your metabolism and kick it into overdrive. Very shortly, you will find a 30 minute jog to be a snap.
I recommend you do it in the morning on an empty stomach. When you are burning energy, your body's natural tendency is to go to your stomach to burn whatever carbohydrates are there. On an empty stomach, your body is forced to burn stored fat.
If you do this workout as I recommend, you will sweat for about an hour. Do not eat while you are sweating because you are body is still burning fat.

wow you sound alot like me.
okay, so.
i always bring a water bottle, and my ipod.
listening to music keeps you going cause you get involved in the music and not jogging.
pace yourself
dont start off fast and slow down, you'll burn too much energy.
just start slow, maybe occasionaly go faster, but not too much, just a slow jog is fine.

When running inhale through your nose and exhale through your mouth and i will guarantee you will not be short of breath for a while. And take some music with you like and mp3 player

just keep at it. there's no quick solution than to just run.
in bout 6 months i went from barely running a mile to a half-marathon.
