How do you test the patience of people who are willing and able to provide help? Ask half a question, provide no context, and make'em guess what's on your mind!
If you're referring to an integrated circuit, you need to add a word or two about what kind it is. But in general terms, you provide required power and test inputs, and examine the outputs to see if you get the expected results.

if you are talking in-circuit measurement of a semiconductor's collector current, that is easy. find a resistor that is in series, and measure the voltage drop when operating. use ohms law, current is the voltage/resistance. because of the series connection, the current in the resistor will be the same as the collector current.
