Isn't it obvious that these fanatics are DYING to start a nuclear war in the Middle East? Why did Hezbollah terrorists from Lebanon kidnap Israeli soldiers last summer? So that Israel would attack Lebanon and (perhaps) initiate WWIII. Too bad it didn't work. Israel wisely stopped short of leveling south Lebanon, though their restraint has been called a mistake.
Why does Iran advertise that it is making nuclear material that will obviously be turned into a bomb just as soon as they can possibly do it? Certain radical Muslims are desperately seeking to initiate violent events that are (supposedly) required for their "savior," the Twelfth Imam, to return and conquer all infidels for Islam. A nice BIG war in the mid east would be just what the doctor ordered. They don't care how many Arabs would die.
Hey - let's go kidnap some British sailors! They're such easy targets - just sitting there in rubber boats with nothing but handguns. Then we'll dangle them on video tape in front of the world and wait for Britain to start a war. It's perfect!
This too will backfire in the faces of the Iranian government. They won't get their Big war. The UN and (hopefully) the EU will condemn it. There will be even more impetus for serious sanctions, and Iran will take yet another step toward the garbage heap of history.

They've been negotiating. The first steps are posturing, as both Iran and Britain have done.
Next, they get to debating about whose waters the sailors were actually in. It may look like an argument, but its part of the negotiation and jockeying for position. Here, the debate is whether the sailors were or were not in Iranian territorial waters.
After that, whoever wins round two will start demanding the other country apologize. Any demands prior to that are just part of the posturing, and really not meaningful.
Eventually, whoever lost round two (where the event happened) will issue the apology, and life will continue.
The same type of thing happens a half-dozen times a year in various parts of the world, and has gone on for centuries. The only reason this is even major news is because of the US involvement in the region, and the threat of US escalation.
