What makes you think 911 will work anywhere other than North America?

First of all 911 system is North American countries. Before traveling to a foreign nation you should find out what the laws are and carry with you contact information for the U.S. Embassy or consulate for each country you plan on visiting. Laws in many countries can be much harsher and the system of trial vastly different. Your protections under our Constitution end when you set foot in a foreign land, there you are subject to the laws and methods of that country. So avoid being arrested, as many countries have little love for Americans and little tolerance for us violating their laws.

911 only works in the US. However, if you are arrested in a foreign country you can request that the arresting entity contact the nearest US embassy or consulate and they must do it; they must do it even if you don't ask. The Geneva Convention on Consular Relations says so.

BTW, the "one call" rule is a US television convention: it doesn't actually exist.

Contact your embassy for assistance when you are arrested in another country. It is the duty of your diplomats to protect your rights in another country.
