I have skinny legs and thighs. I don't like wearing shorts and mini skirts because of that. Are there certain foods I can eat that can help make my legs and possibly butt look fuller without putting wait on my stomach?

I think the best route to go is to work out with your legs. Do squats and apply to a gym membership and work your legs out. There's no food really that would do what you what, anyway, any food would be adding fat. You want to add muscles. Use your legs a lot and get a workout routine for them.

I'm not sure about food, but you can do exercises to make your legs and butt look more toned with muscles. You can do squats

along with squats to build up your legs/thighs/butt...you can do lunges...also swimming..., leg lifts at the gym, leg presses..(with weights). GoodLuck*
