Eat healthily - lots of green vegetables, few fats, salts, and sugars.
Exercise. If she's aiming to flatten her stomach, she should especially do abdominal exercises like crunches.
Drink lots of water.

Exotic diets or starvation diets are a bad idea. Healthy lifestyle choices are always a good idea.

I know lots of people who are younger than 13 and are 100 lbs. They aren't fat at all. But if she really wants to lose weight, and wants to try a diet, just keep in mind that most diets usually don't work, and they prevent getting the nutrition that's needed during puberty. Exercising more and eating better should do the job, not some advertised diet, and certainly not starving yourself.

my sister is the same way, i can't tell her anything because she knows everything. tell her she is fine as is and that soon she will stretch out and lose the "baby fat" but this doesn't help her problem. tell her to watch what she eats and how much of it. think portion control, whatever the serving size is. don't open a family size bag of chips and sit in front of the tv, chances are as you watch tv you just keep eating chips until the bag is either gone or almost gone. since you are older, maybe you can convince your family to "go healthy"- fruits instead of chips, water instead of soda- things like that. exercise with her- shoot some hopps, bike ride, whatever she likes. do it together this way you guys can hang out and you can watch over her. i know my sister was looking for results right away, had i not been watching her she would have not eaten anything while exercising all day. make sure she isn't over doing it. and really set the example.

She shouldn't go on a diet with out anyone knowing, she should let her family know, Just tell her to exercise.
AND it could just be puppy fat, because that is just like me, when I was 13 I weight about that much, It could also depend on how tall she is.
And If she is going to have a growth spurt.
Tell her I wish her luck, and to love her self for who she is.

sounds to me all she needs to do is to add some exercise to her daily routine. I have a daughter now 15 was having the same problem I suggested walking everyday starting with short walks then working up to about 2 to 3 miles at least every other day. my daughter mixed walking and running and does an aerobic video routine it took about 6 weeks for her to get her body toned up and lose all the small buldges

She is Healthy!!!. Dieting for a young girl is harmful to her body. All she has to do is strengthen herself by enjoying P.E. at school. Join track or something she'll have fun too.
One advice may be to eat healthy and stay away from processed Junk Food & Fast Food.
