Cool, not cold, is better than warm for the final rinse as it does seal the cuticle of the hair a bit.
If your hair is extremely dry, consider one of those leave-in conditioners - they work great for me (and I bleach my hair).

I use warm, but that's only cuz i didn't know about the cool water. I'll have to try that. I have dry hair for a little while right after i get it dyed. I use Herbal Essence leave in conditioner and it works wonders for my hair. But if the cool water works great for locking in the moister. Then thank you so much for bring to attention. Awesome Question.

My hair is pretty dry to and frizzy not bad but flyaways you could say. I have that sorta duller brown hair and it doesnt look ever get as shiny as girls with blonde hair, but the main problem of my hair is dry. I always rinse my hair with cold water cuz i just makes anyones hair look bette. It takes away dryness and makes hair shiny. If you need a really good shampoo and conditionor i recommond vive loreal paris its in a pink bottle!!!!

I have very bad hair, but I was out my conditioner in warm water. After I get everything out, I run some cool water over it. That's how they do it when I get my hair colored at the hair dresser.

cold water should work just fine. I would leave some in on the or near the ends to insure it's well moisturized but stay away from the scalp .this was advice from my barber for my dry hair .
