Talk to your IT department. Either the servers are not available or they have not set the option in the Exchange server to allow the use of outlook express as a client.

Are you sure your using a microsoft exchange server? You may have this configured improperly. You may be using a pop3 account. If your configuring express for personal use, check with your isp for outlook configurations. You will need the outgoing mail server and incoming mail server. This usually goes along the line incoming.mail.com and outgoing.mail.com

* Turn the Microsoft Exchange server on.
* Make sure your network connection works between the client and the server
* Ensure your firewall isn't blocking email communication

It means your Exchange server is unavailable. What part of UNAVAILABLE do you not understand? If you are desperate, call your IT person who controls your Exchange server.
