I think if you already served the term/got it cleared, I don't think it's a problem.

Unless the person somehow lost the right to travel outside the country, then their felony record has nothing to do with them getting a passport.
A passport just establishes citizenship, for purposes of identification and traveling overseas. Just being a felon does not cause a loss of citizenship, so passport is not affected.

With this new Homeland security thing, I believe it depends on what you did and if you served time for the incident they are getting stricked on who to give passports to since all this stuff going on in the world

there are no questions on the application of criminal status - the final decision is up to the state department. check on the terms of your release to see if there are any restrictions on travel. some countries also have restrictions on felons entering their borders.

yes you can get a passport if your done with your paper
but you cant travel just anywhere(canada has a anti ex-con policy)

Yes and they can travel outside the US as long as they are not on probation or parole. If you were on probation or parole, you would have to ask permission.
