If there is a finance company involved, and you don't have the vehicle registered in your name, how do you plan to trade it since you don't own it? The finance company that is the legal owner and is holding your car as collateral until they are paid certainly aren't going to allow you to trade it off and leave them with nothing.

Put the car in your name by getting the registration taken care of, then arrange to pay off the finance company to get a lien release, and then you can think about trading it off.

Well, usually, you have to have a dl to buy a car.. what kind of company sold you that car? Not very reputable, but, a registration slip shows that you and the finance company own the car, and you have to have it to do a trade..
To get the registration, you will have to talk to your finance company and get them to release it to you, and then take it to the place where you are buying the other car and they'll take it from there..

You need the registration from the previous owner /seller to re-register it also to prove if the tidal does not have a lean from a previous lender.

The only possible regristration you'll ever get from any DMV is to replace a lost registration.

You can't register any vehicle unless you have insurance and a drivers license.

There is a form at the DMV for that particular reason, and they should be able to give you the form so you can get the registration to your car. You only need to sign the title when selling your car.
