Somebody 5'3 should weigh anywhere between 110-120. The ideal weight is 115 (for somebody nonathletic, if you are muscular it's a different story).

i am 5"3 small bone structuce pretty fit and toned. I weigh in at 118 pounds so I think if you are a medium build ,you should be somewhere around the 125 pound mark for a healthy looking weight.

I looked great at 115 (bikini material), could've looked better at 105-110 (but would've been very stick-like, size 00) and at 129, I am "okay" but I feel like a cow and look like I have extra weight on me. No bikini until I lose it.
So, it depends on what you are going for. I would say, go by what makes you happy and healthy. Good rule of thumb--look at weight charts, your health, the mirror, your personal feelings, gather a few opinions of family and friends, talk to a doctor and then decide what is best. For me, I say 105-125.

rule of thumb is 100 for 5' and add 5 pounds for every inch over that. you should be around 115.

Between 105lb and 140lb depending on build.
Small frame: 105-120lb
Medium frame: 115lb-130lb
Large frame: 125lb-140lb

128 is right in the middle for that height. Of course how that weight looks on you depends on the amount of muscle you have.
