There are many examples of American police officers using physical brutality unlawfully on innocent civilians, as well as American soldiers who have a thing about shooting first and then asking questions later, killing innocent civilians and their allies.

Why does this happen? Is it something to do with the American way of life?

Beacxuse this is a militaristic society where the police and the military will soon run the world. It's funny how people in office know how we want to live without asking us. Soon the US will be pretty much like Hitlers Germany. We'll all have a curfew, segregated, live and breathe military.
Hey we already are like Hitlers Germany. here are some cool facts.
1. Hitler tried to exterminate the Jews. hell look what we did to the Native Americans as well as African Americans.
2.Hitler was a dictator. Hell, what does our Preisident do?
3.The miltary ruled. Hmmmm, does that sound like the US.
4.Hitler tried taking over the world. What are we doing? Sounds like to me telling everyone they better listen or else.
This country sucks. Police and military can do what they want, be on paid leave and either quit or retire as a punishment for there crimes. Good 'ol US of A.

I'll try to answer this the best I can. First the Military, they are trained to kill and break things plain and simply. It's kill or be killed. The Armies of today are not like the Armies of WWII Koren or Viet Nam. Your enemy doesn't wear a uniform so you can tell the bad guys from the good. In war people get killed , innocent civilians as well as others. Even Americans get killed by mistakes by other allies. War is not a clean or pretty thing.

Police Officers.
Most of the physical brutality you see if because that's all the media shows they don't show all the good that Officers do. The bad officers only represent about 2 per cent of the entire police officers in the USA. They are the ones you see on the nightly news. Same thing applies here. Police are not trained to wound or disable someone they are trained to eliminate the threat period.

I know it's not the answer you are looking for but it's the truth.

So pretty much you get the first report of some type of news and don't follow it through to the conclusion is what you are saying. Fortunately, we have a system through which we prosecute those who violate the laws of the land but I guess you wouldn't know that if you don't follow the entire story. I have not heard of any officer or soldier who has not been prosecuted when it has been determined that he or she has used excessive force on another. Do you feel as though it was ok for OBL to encourage gutless punks to kill innocent children, or for others to do the same on the streets of Iraq, Israel, Lebanon, France, or any other country? Do innocent people get killed during a conflict (either war or police action)? Yes Is it sad, disgusting, and unfortunate? Yes Are those who violate the laws that govern conduct in such situations? Yes. If we could train the bullets, bombs, and other devices to seek out only those who would do us harm then we probably wouldn't have many more conflicts would we?

The military part is not even worth the time to educate you. If you live in America, a great option is to go live in Africa or Iran,or any number of other countries that have their feces together much more than us.

As far as Police go: TV time and news time costs a lot. The 6 second video of a cop hitting a person does not show the previous 10 minutes of what led up to this point. Doesn't show what happened after either. Shows what the TV station wants to portray, taken out of context to fit their agenda and to draw viewers..

Soldiers operate with different rules of engagement from the police 99% of the time. This is comparing apples and oranges. As for the police in America......I think a more appropriate response to your question is another question. Why do American police have to operate under such ridiculous rules of engagement? Standoffs with the "polish" hostage come to mind. Why are American police required to talk these pitiful pieces of crap down and get them "help." Or why do American police have to jump through so many hoops to get the local drug dealer that everybody is aware of? As for the American way of life you might ask why do so many people behave so irresponsibly with thier freedom and take so little responsiblity for their own actions?

I can't speak for soldiers, but there are very specific Use of Force guidelines for police officers, anything an officer does is just reacting off of the behavior of the subject. If you see an officer hitting someone with a baton, it is because that person was an active aggressor and the officer needs them to comply with a lawful order (and preserve the safety of the public and him/herself). Police officers get extensive training in judgment calls like that, and are told from day one that if they stray from the guidelines they are trained on, they will be disciplined and depending on the circumstances, lose their jobs. Police brutality is just the thing that the media loves to portray instead of showing the 99.99% of cops who do their jobs right and protect people.

Why are you asking this question without thinking?. Pick up a newspaper, or listen to the news, and see what is going on in other parts of the world. You use the term American, please use that word with pride. Our country has the best military, and police, than anywhere else in the world.

You watch too many movies. Your question isn't worth explaining the use of force options that police officers use. You wouldn't listen anyway.

I am sure I can list examples of excessive force used in any country in the world.

Almost none do, these are very rare cases, most played up by the medial.

And normally the few cases where it appers they did, normally the people were not as innocent as it was made to appear.

There are a few cases that are real but they are very few.
