Like mentioned above, it means "California above all." It's a reference to the old words of the German anthem : "Deutschland, Deutschland über alles". But after the Nazis that first part of the anthem wasn't sung any more.

It does mean "California over all" as in California is the best. But it can also mean "California is all around" depending on the speaker and how it is phrased and used in context.
