When I turn the key, the engine do not turn over. It clicks twice, like the starter is locked up. It was making a rattling sound when I was accelarating then it stop running. 99 Dodge Caravan.

First thing I'd check is the battery connections.
My wife drives a '96 Voyager and we've had issues with batteries on it.
After removing and cleaning the battery terminals and post, which by the way is free thus far, try starting it again.
Check your fan/serpentine belt that drives the alternator, water pump, power steering to make sure it's there, and is in good shape.
How's your engine oil? Pull the dipstick out and look. You "may" have run it out of oil and froze up your engine.
