PEPCO is the supplier to the White House. However, if there were an emergency situation, which interupted the electrical supply, back up generators would kick in. The back-up system is always ready & tested on a periodic basis.

None. They have their own plant and generators, with multiple backups

That way terrorists cant cut power to alarms and cameras
