A "backslider" is someone who has walked away from the faith, so the answer to your question is YES.
Someone who was once a faithful, "born again" Christian, but who has renounced their faith for the sake of their old lusts, would be considered a backslider.
If, however, the "former Christian" has abandoned their faith for another religion, they do not qualify as a backslider. At that point, they are a HERETIC. The difference is technical, but important.

the diff between a born again christian and a back slider is the fact of sin and falling away from God. if a person is born again it is up to the person to sustain his self as a Christan,and if he/she back slides "commits a sin" then the must ask for redemption "forgiveness" asap,but if they don't and they know that what they did was wrong then the go on about their day then the have backslid en. but a person that has back slid en can ask for forgiveness and be a believer again.

Yes it is. Someone who did have a relationship with the Lord and for whatever reason got away from it.....and these will be more harshly judged than those who never knew God....these know and willingly walked away.

If they have backslidden then there is a high likelihood that they were never born again in the first place.
