I do the same to the backs of my hands - I keep my nails cut very, very short, I can still scratch at them, but it does little or no damage.

You are not at peace with yourself or circumstances around you. I have found that life is beautiful but comes with a price to pay if you abuse yourself in any way, you will suffer the consequences. If you feel like panicking stop what you are doing and listen to your heart and be still. There may not be pain in your scalp but your spirit may suffer due to your anger.
God loves you more than you will ever know. Seek His ways and being scared or panic will be swept away. I Hope that this may help...

The best part of what you've said is that you're aware of what you're doing. You can control that behaviour. By all means, keep your nails short, and remind yourself no to touch your head or face. Get a mediation disc or tape, hopefully you can listen to it at work/school, while you're commuting and at home. Soothing music or sounds of nature, I know it sounds silly, but those are the best methods for lowering anxiety. You will need to see a GP and try medications until you find the one that works best for you. But, know that you are not alone, you are not crazy, and you don't have to feel that you have no place to turn to for help. Everyone has anxiety, but our brains are wired differently, and not everyone can handle it as easily as others can. The longer you let it go on without treatment, the worse it will get for you. It's like leaving a tin outside to get rained on, when you leave it like that, it will corrode from rust, figuratively speaking, that will happen to your insides. Please go see your GP, and will get better. Good luck!

This could be a Phobia. People have all kinds of phobias that sound stupid to others but are very real and scary to the sufferer. You could really benefit from some therapy and maybe medication. Don't be afraid or ashamed to seek help.
Many people have these kind of disorders and they are very treatable.

This is related to panic/anxiety disorders.
We all get frustrated and rake our fingers thru our hair and scalp. This actually stimulates circulaton to the brain..and sometimes can increase focus on a situation.
If you are really worried about this, then talk to your doctor or, perhaps, school counselor..etc.

try pulling your hair out then. If you loose too much, you can always donate it to cancer patients. Thinking about other people might help you feel better.
