It can mean a few different things...

"Mushy" is an adjective, it describes nouns. It can either describe an object that is squishy, soft, and perhaps even moist, or perhaps a very overt display of emotion. I.E., a mushy card from a boyfriend to his girlfriend (filled with sappy, romantic sayings)

Soft, in reference to a card, or love letter, it would be a loving expression.

2) sentimental in a maudlin fashion
