Sounds like a food allergy, likely corn in the dogfood. Normally a dog allergic to corn, will lick it's feet.
Don't bandage, don't bath, wipe her feet if anything at all with clean warm water.
Feed a better quality dogfood.. Since you got RID of her, you'll have to suggest this to the people who have her.

A lot of the cheap commercial dog foods (Kibble n Bits, Purina Dog Chow, etc.) give dogs food allergies. I raised my first puppy on these types of food because I never really knew just how bad the ingredients truley are. He developed allergies and I quickly learned that there is much better food out there for just a few extra bucks. I tried a few different foods and I can definitely say that I think solid gold makes the best food. You can literally see the difference in the energy level and even the coat when feeding a higher quality food. My 18 month old eats Hund N Flocken and my 3 month old eats wellness puppy mix. The little one likes the puppy mix but I do plan on switching her to Hund N Flocken puppy food when it's time for a new bag.

Paw licking and chewing can be caused by food allergies. This may be the problem, as it sounds like the dog's skin is not in the best condition. The owner should try switching the dog's food to a grain free formula such as Wellness Simple Solutions.

Dogs lick their paws excessively when they are injured. So the sores on her paws are the reason she keeps licking them. For the dandruff, her skin is to try. Does she get dry or wet food? If dry, tell her new owners to put a a tablespoon or so of vegetable oil in her dog food. So depending on how big she is, if she is toy breed size (chihuahua or Yorkshire size) I would put in 1 teaspoon, if she is small (Jack Russel or Beagle size) give her 2 teaspoons, if she is medium (small border collie or cocker spaniel size) give her 1/2 Tablespoon, if she is large ( Shepard or collie size) give her a tablespoon, and if she is really big (St. Bernard or Newfoundland size) give her 2 tablespoons. I would put some medicated dog ointment on her paws and wrap, depending on how she got the sores.
Hope This Helps
BTW- I hope I don't sound nosy, but why aren't her new owners doing this? If she is injured, shouldn't they handle it? Anyways, thanks for caring about your dog! :)
I would take her to the vet to be safe though.

It could be stress. I adopted a dog that had blisters on her front paws from excessive licking. They had told me that she reacted badly to some work being done outside (jack hammers).
After the stress was gone, she stopped licking and the blisters healed. Is she comfortable and happy in her new home?

The poor thing is suffering from stress from losing her home. It won't do any good to bandage it, only regaining her family will help.
You are being incredibly selfish. You "got rid of her", but you keep visiting her, so you keep her under continuous stress by wanting to be with you. Either bring her back home, or stay away from her completely, so she can adjust to her new family.

It sounds like a case of scabies, which are caused by small animals, invisible to the unaided eye, called mites. They dig tunnel under the skin, causing itchiness, inflamation, and hair loss. Sometimes, they get so bad that they rub parts of their body, or scratch, so much as to cause severe damage to themselves.
I'd get the animal to the vet to make sure. If mites are present, probably prescribe an antibiotic, such as Ivermectin or Revolution.

The dog could just have a hurt paw that is hidden by fur. Take her into the vet just to be safe.
