No, over and over science has disproven the spell, hex, curse thing. But people like to ignore the 1000 cases where nothing happened and quote the 1 case where something did. I believe this is just called bad luck.
Religions are actually founded on the same principle.

I wouldn't need to pay to have it done. I'm capable of it myself.
I'd never do such. The other individual's own behavior will "curse" them. If I also did so, I'd simply be cursing myself.
