The creation of light and darkness has nothing to do with Satan. It means light and darkness, not evil. Satan was not created evil. In fact, he was not created as Satan. He was created as a glorious angel of light. He, by his own choice of evil, became evil, in direct opposition to God's plan for him. We see the same thing happen on earth. You might ask, how on earth could Hitler ever have been good. Yet we know that he was. He was created innocent and pure, but chose evil at some point after his creation. The same is true of Satan.

The light and darkness has already been explained as literally being day and night. According to the book of Enoch, Satan's fall was because of being instructed by God to bow down to man, to be subservient to us, which Satan refused to do. Here, you have these beautiful, powerful angels being told that lowly man is over them, and Satan and some other angels rebelled, which is what caused the fall. They did not begin evil, pride is the evil that took over.

Satan at one time was a very high ranking angel. This could have been for quite a long time. Only when the Earth was created did Satan begun to have envious thoughts of wanting to have creatures serve him and to be like God. This was the beginning of his downfall. Satan made this choice, just like Adam and Eve made the choice of disobedience.

He was not evil from the get-go. When He said He created light and darkness, He was talking literally. (hence rising and setting sun in previous verses). As for the second, possibly Jesus meant from the beginning of time? That is a good point, and I can't really know for sure.
C.S. Lewis once said that "badness is only spoiled goodness". Lucifer was once a great angel, but he fell.

You are taking scriptures and missinterpiting there meaning and using them to prove your point of view.
Satan is evil through his bad choices and rebelious acts. God gave us free will or agency. Out of the 30 billion that have walked the earth there was one that was going to be truly evil.
God just organized or used Satan in the plan of salvation to help teach us and gain experiance. There are some that are more rightious than others and some who are extremly rightious.
God is trying to help the good.

Well Satan was an angel called Lucifere but he became jealous of God and wanted God's power so he got sent down to earth because of his jealousy

Satan began as Lucifer who is described by the following: "Thou art the anointed cherub that covereth; and i have set thee so: thou wast upon the holy mountain of God; thou hast walked up and down in the midst of the stones of fire.

Lucifer was heaven's praise and worship leader, the closest to God. He was the most beautiful and intelligent of all of God's creation.
"How art thou fallen from heaven, O Lucifer, son of the morning!
How art thou cut down to the ground, which did weaken the nations!
For thou hast said in thine heart, I will ascend int heaven, I will exalt my throne above the stars of God: I will sit also upon the mount of the congregation, in the sides of the north:
I will ascend above the heights of the clouds; I will be like the most High.
Yet thou shall be brought down to hell, to the sides of the pit."
Isaiah 14:12-15
The above describes how the pride of Lucifer destroyed him. God gives everyone freewill, Lucifer led a rebellion, was defeated and cast out of heaven with his followers, a third of all the angels. Thus began Satan and his demons.
