There are designated animal crossings in the US for which you should give reasonable allowance. I've seen cattle, horse, buffalo, and duck, and have heard of turtle crossings.
The usual rule of thumb is that you can drive on when the pedestrian has cleared your lane and there are no other controls (lights, crossing guards, gates, etc.).
It's different in Oregon, though. At intersections with lights, you can proceed when the pedestrian has crossed 6' beyond your lane. Otherwise, it is when the pedestrian has crossed beyond the adjacent lane.

you are allowed when there are no more people about to step onto the crosswalk. they have to be right at the curb.
