Baking soda is sodium bicarbonate (NaHCO3).
When it is mixed with an acid liquid it releases the gas carbon dioxide (CO2): If you notice carefully, recipes that use baking soda for leavening always have an acid somewhere. It might be obvious, such as vinegar (in muffins? bleah), lemon juice, sour milk or buttermilk.
Baking powder is a combination of baking soda plus a few other things, most importantly a dry acid.

Both are used to give foods a lift and make them light and supple. They real difference is how quickly the chemical reaction takes place and causes the lift. Soda is faster, powder takes longer. That's why some recipes use both. The soda does it right away and them the powder takes over.... great for things like cake that cook for an extended period of time.
