Regular exercise, daily work outs, a mix of weights and swimming, eat lots of dairy & vegeatbles, but as long as you are strong & muscular you can never be too skinny especially not in 21st Century America.

Firstly, set yourself a realistic body image goal. But also think in terms of fitness. Feeling and being healthy is more than just looks.
Secondly, look at your diet. You need to add a lot more protien. But be careful, you don't want to "eat like a horse" because you may just be bulking up on fats.
Thirdly, pump iron. This is the hardest bit. Most of my friends tried this at your age, they went to the Gym once and never went back. The reason is that to build muscle you must tear the muscle so it can grow back bigger. The first time you do this is very painful.
I did this by teaming up with a friend who kept pushing me for the first few times, until it stopped being so painful.
Keep you general fitness up, running, swimming and cycling are good.
On the use of steroids, many doctors will happily prescribe steroids to you and monitor your progress. With 3 months of steroid use, you can easily bulk up to have a sexy body and then keep pumping iron to maintian it without steroids.
Don't buy the illegal stuff, because you don't know what you are getting.
And don't keep using steroids unless you want the most essential muscle in your body (other than your brain) to shrink.

Lift weights and eat like a horse. Eat alot of meat, to build muscle. Stay away from unhealthy foods. You want to gain muscle, not fat.
If you start lifting alot, and eating alot but not gaining, you simply have to eat more.
